You can see here an explanation of the different kind of License we've elaborated. Now we are automating it on a platform for IP Management right and with this idea of forking legal NFT standard (https://tokenart.app). if combining image and license into hash then every hash would be unique and dumb scripts won't be able to tell contents of license just by looking at hash
we want as few unique hashes as possible so dumb systems can seem smart about them

images very expensive to store on-chain, so on-chain scripts generally won't have the images
